This is how lines work. If I get there at 7:00 for a front-of-the-line 9:00 rope drop, it means that I have sacrificed sleeping in, eating a leisurely breakfast, etc., and gotten by a barrier to entry that was put there for this reason. Everyone has the opportunity to do this, and every UOR hotel has EPA. And a lot of those are very inexpensive.
The reason FP+ did not work was that everyone got cut-the-line tickets (three of them!) for nothing. There needs to be a barrier to entry.
(Couldn't... resist... my thesis...
FP thesis v1, and again...
FP thesis v2).
"Forced efficiency" is: get there at 7:00 if you want to ride it so much, and get a beer at 9:00. AM. Because you're on vacation and you put in the effort to do the thing. And you deserve it.
Also, I'll buy anyone a beer at Burger Digs who implements this plan (as it was meant to be). But... that was a trick - they don't open until 10:30!
Hog's Head beer on me at 9:00 AM sharp after Hagrid's!
