If I may throw my hat into the ring:

What would be one IP that could fit the “Islands” theme, be a huge IP, sella crap-ton of merch, and attract a huge fan base that’s more popular than Zelda but uk there with Pokemon?

What if the replacement is One Piece?

In an effort to draw more international tourism, a land based on an anime property not going to Japan first would be very interesting.

For the record, I don't think One Piece is the LC replacement, but I don't believe it's an implausible suggestion either. The one thing that Universal Orlando has that the other parks don't is significantly more space to work with. USJ would have to get really creative with their available space, or demolish a whole section of the park if they wanted to add something of that scale. Anime properties certainly have a very large audience here in the United States, so I wouldn't rule them out.

I'm not sure how the licensing works, exactly, but the Warner Bros park in Australia has a land devoted to Oz. It would probably be Wicked, if anything, as it was released through Universal Pictures. The book "The Wonderful Wizard of Oz" is public domain but they would have to be careful not to use any copyrighted material as well.

This is why I still lean towards Zelda, Pokemon, or another domain. Less conflict.

Compared to Pokémon or Zelda, it would actually be easier for them to do Wicked. The movies have already cleverly dodged copyright issues with WB, and like you said, The Wonderful Wizard of Oz and the rest of Baum's Oz books are public domain.

The Wicked book series also leverages the entirety geography of Oz from Baum’s books, so leveraging Wicked allows them to “own” Wizard of Oz without owing Wizard of Oz.

It’s basically how Disney is able to “own” various fairytales without actually owning the fairytale.
