The video piece you linked includes a reported statement from a Universal spokesperson who did not deny the noise issues. The reporter then says that the ride is "expected to open this year." It's unclear if that was part of Universal's statement, or just a something the reporter said.
I do think it's very interesting that the FOX piece has seemingly retracted mentions of the delay without a formal correction notice.
If I were a reporter for an outlet with weight to throw around, I'd be asking Universal for an official comment right now about whether the attraction is still on track to open this summer.
