So if the rumored end date of the Simpsons contract is sometime in 2027, would Universal even be able to turn it around in time for the Olympics?

It's unknown at the moment due to Hollywood Drift. There's actually a lot of unknowns lol

Word on the street is that red markers are being spotted on the trees behind Simpsons Ride's showbuilding. Should hopefully get photos soon.

Usually markers like that are for measurements when a new building is in development. For example many years ago the bugs life theater had height markers placed before it closed for Avengers Campus. But if not a new ride, what else could they be for?
