So a thought's been nagging me with progress for the other security hubs, and that of the Central; and I think I realize why things are being progressed the way they are. To understand my thought-process, I am going to into all three to explain my thoughts.

Eastern Security Hub
Tackling the easy one in this regard, I think this is actually going to be the simplest to set up. The only real headache is going to be setting up the one-way exits to funnel people back into Curious George, and setting up fencing to block access into Citywalk from the Taxi Drop Off, but in the terms of the other two security projects; I suspect this one is going to probably feel a bit "Temporary".
With the Relocation of USH's Tech Services ongoing and going to begin proper work for the structure relocation by the end of the year, I think USH probably doesn't see the value in going heavy on the infrastructure for this area and is keeping
it down to the base essentials, so they can be more "Flexible" in what they want to do over here for when they can knock down the current Tech Services. As it stands, it should be easy to have this set up by that of when they begin rolling out the reworked flow, minus the redirecting headaches for Rideshare Pickup and Taxis.

Western Security Hub
To bring in the opposite end of USH, the Western Security Hub has in no way or shape begun work whatsoever and the neon fountain has actually gotten a repaint at the base. Why is that? Been thinking on this a little and I think I have a understanding: with the area of the Eastern Security Hub tied heavily for the sake of P515, USH is in a unique position to where I wonder if they are needing to do things at multiple stages for this area.
I think the immediate answer to what we will see once they roll out security, is a "Quick Fix". And that quick fix, is redirecting ADA to use the Central Security Hub, and for the Hilton and Sheraton to be separated from the Garden Walk bridge; until they can finish the main "Security Structure" for this area. For those who walk up hill, if they choose to go through Frankenstein, I imagine this will be the most "Hodgepodge" setup for security, forcing people to do one-way in and one-way out via going left or right.
If I had to guess where they'll do it, probably over by Pets; but even still it isn't a situation that I envy USH in. It's going to hurt like hell, for those parking in Frankenstein, but it is the one that makes the most sense in the "immediate" future until they can have the new hub ready to go.
Should they of had this done with the others? Yeah--probably. Especially with low crowds at USH this year. But that's their mistake.

Central Security Hub
Finishing this post off with Central, as I think I figured it out; and I think it's thanks to

Through talking with
@ethanuniversal--it seems the black area will be that for filling it up; so they can have it on a elevated area. That initially confused me, until I realized the importance this one will be having for the sake of connecting not only Jurassic Parking and Valet to this--but for the Universal Studios Hollywood Mountain Shuttle.
This is going to be for a lot of people, their "Entrance" into the bubble, and I think they want to ensure that this is the area that is given the most attention for the sake of infrastructure and upkeep.
From what it seems, for the side of Jurassic: they will have elevators on the side of the structure to get people from the various levels down to here, so you would be able to knock two birds with the same stone, and then to have the shuttle drop off/pick up in a new, modern and (*hopefully shaded*) load/unload spot.
For when people go off the shuttle at this area, they would then walk over to the area close to Jurassic Parking's entrance, and walk up either via ADA ramp or by stairs; to then be queued up into the main security hub of the bubble. Once they then get past that, guests then walk down either via ramp or by stair again; to a path that takes them to the throughfare into Citywalk in-between Mr. BBQ and Grill Brew. Welcoming them into the bubble through the shaded canopy.
It'd be a "Entrance", to the resort in a way similar to that of the main UOR access. And then for Shuttle purposes, they can have exit doors set up for next to the path and in-between Dodgers Clubhouse and Tillys.
The reason why we don't see work going on for the other areas, is because of how fundamental and how important the Central Security Hub is going to be for USH, as for many it will be the first time they are able to arrive and be in it. And with Eastern right now in a more relaxed limbo, and Western having to undergo a bulk of changes in the next two-three years; it's imperative that Central is done to the extent we are seeing it.
