Likely my last Blue Sky Concept for UOR I can post. General idea behind this was to "solve the puzzle pieces" of where IPs best fit within the entire resort long-term.

Universal Studios Florida - a celebration of films & pop culture
BMG Theater is given a proper facade and nicer looking courtyard. Will be home to seasonal stage shows (Grinchmas during Holidays, etc.) This courtyard will connect to a IOA-USF crossover path that can be opened/closed when necessary and would have some trees and nicer overall aesthetic versus ugly metal barricades and asphalt. Easy way for guests to park hop.
Fallon will turn (I can't believe it) 10 years old next year. I'd love to see Ghostbusters take over the space (sure it's a simulator, but I'll take any GB presence). The Hollywood tribute store would be replaced by an NBC Experience/Store to make up for the lost retail.
Minions get a proper dark ride in the SS21 space. Villain-Con is replaced by the Epic Movie Ride - a multi level dark ride celebrating the history of Universal Pictures.
Back to the Future replaces Supercharged, Hill Valley retheme from San Francisco.
Jaws replaces Simpsons, Amity Island reuses the existing Springfield facilities.
DreamWorks Land gets an expansion with a headliner Shrek dark ride, flat ride package and a Kung Fu Panda D-ticket.
Bourne Bond Stuntacular - show is great, but the IP is dull. Bond would increase utilization of the venue (and sell far more merchandise than Bourne did).
Wicked could fit in the FFL/World Expo space (if LOTR ends up at Epic and not a future fourth gate), but for this plan Beetlejuice returns to USF with a stage show.
Universal Islands of Adventure - tales of exotic adventures
With Pokémon expected to replace The Lost Continent, this leaves Toon Lagoon as the last remaining area in the park with lots of future potential. SpongeBob replaces Toon Lagoon (or partially) to finally give the area a purpose beyond being a nice walk through between Marvel and Jurassic Park. Current attractions will be rethemed for a quick turnaround.
The last addition would be a year-round Grinch presence with an indoor trackless "sliding sleighs" dark ride. (or theater facility)
Universal Epic Universe - immersive worlds
The following assumes USF gets major work
and a 4th gate is planned for the next decade or two. Wicked will be the last full scale portal added to the park. The large eastern expansion pad by Stardust Racers will share the space with Wicked and a smaller Celestial Park expansion with a Space Fantasy-esque roller coaster (indoor capacity improvement).
Zelda & Luigi share the western expansion pad space. Luigi gets a very small mini land with a dark ride. Zelda gets a multi-level land with a dark ride.
Creature from the Black Lagoon (at some point) added to Dark Universe.
