I’m inclined to agree with Dan, if they really wanted to allocate resources to a Tribute Store, they would. I know there’s only a certain number of hands who can work on any given project at any time, but Universal knows how important the Tribute Store has become to the event.
It doesn’t have to be a sinister “we’re absolutely cutting it this year due to diminishing returns”, but if they’re willing to forgo a key aspect of the previous years, it implies that the numbers weren’t worth it for them to pursue and do other projects instead. There’s money and workers to be found if they really wanted to make it happen.
