Every time I walk by a coaster (Hulk, Velci, Star Dust....) folks are looking in awe, taking pictures. Folks have been known to walk into IOA and then walk right out the exit for they are just trying to walk towards Hulk while only having eyes on the beast!

I think they just want to excite the folks in City Walk.

As for HRRR, they did have an entrance via City Walk but I do not think they ever used it.

Yes, Rockit's plans were more originally ambitious. You can even see the concept art they released shows elements we never got.

But one of the big ideas was to originally have the coaster open for CityWalk guests after the park closed. If you recall, for a long time there was a directional sign near the CityWalk loop pointing towards HRRR. They would've used the old BMG entrance to double up for HRRR access. Somewhere along the way, they ditched it.
