Part of Celestial Park's appeal is it's serene atmosphere. Adding more flat rides would be a total vibe shift. Plus, the last thing the park needs is more low capacity outdoors attractions. Like...

I think they could preserve that so long as they created little alcoves for the rides, maybe around some trees that, oh wait.

Frankly, I'm not actually sure where a flat ride could even fit within Celestial Park. It's weirdly built to feel both empty and pushed to its' bounds. The only empty plots in it to my knowledge are either too tiny even for a Storm Force, or have been earmarked for other ideas like the Potter gift shop.

Maybe the only proper chance for actual Celestial Park flat rides will come with the inevitable pathway between Potter and Stardust towards the additional Portal lands. Should they choose to push those Portals back behind Stardust and Broom Coaster a bit, then there is a decent amount of space around there to work with.

I don't know how they can even fix Celestial Park. It's this massive, open land, yet so boxed in by the little space they did give themselves for any additions. It feels so empty in many spots, but there's not much viable space to add anything substantial. The only real options are low capacity, low cost flat rides that cheapen the land and make it feel more like a traveling carnival IMO. That empty restaurant space isn't large enough or set up well for a queue plus indoor ride. The only real space they had for a tiny little dark ride is now being used by a flex space building 99% of guests will never see the inside of.

Honestly, I really like Celestial Park! It's like if someone built a Vegas resort themed to Luna Park, which is very much my vibe.

I think even just 1 more small attraction would solidify its position as one of the best entrance lands in the world. Even if it wasn't a ride, the empty restaurant shell could hold some small diversion like a shooting gallery or a collection of carnival games. That might sound chintzy, but I think it could be nice if done with the same level of thematic care as Pizza Moon. A stylized children's play area like the Alice one going into DHS could be cool too.

They could also carve out space from one of the expansion plots that are being held for new worlds. I'd love to see another coaster on the level of Stardust Racers go into the land at someday after they get more indoor attractions online, but I'm probably in the minority on that.
