I’ve never really understood how Disney has said they are going to build a Disney Springs on Toy Story Lot while also heavily investing in a complete top down redo of Downtown Disney. I don’t see a world where both should exist.
As to the question of resort rooms, Disney tried to invest in more hotels a few years before the pandemic (almost 10 years ago) when they had the entire front area of Downtown Disney evicted (AMC, Rainforest Cafe, ESPN Zone, Earl of Sandwich) to make room to build hotels. The city of Anaheim put the kibosh on it, which is why we have “Disneyland Forward” to begin with.
I would say that more hotel space is eventually coming to swallow up the additional capacity of the already announced new theme park spaces. With Toy Story Lot being physically separated from both parks (and probably not big enough on its own for a full-day park and the associated infrastructure), I would think it would be a prime candidate for some new rooms.
