For crowd flow, I'd assume they would want that boardwalk back open as soon as possible, who knows?

From my understanding, building the foundation/structural support for this area is critical to not only allowing major construction to begin, but also get Big Thunder reopen.

They need to address all of the flooding/land leveling concerns out of the way first. That's why this area is far more built out than the area closer to HM, which has the taller/larger areas.
