I like your timeline, but I have a couple of problems: Why would the parking structure be complete a year before everything opens (not counting the possibility of CityWalk opening beforehand)? And why would they start construction on the new water park so late?

The Parking structure being done early could be able to accomodate staff and operations working on the projects going on, along with having an overflow space for guests with bus transport if needed to get people to UONorth.

As for the water park, that's more going by the assumption of the possibility of the Waterpark being an later incentive to be added for later on. They don't need a two-park pow wow for the first year of the south, and it may make sense to hold off until they can withhold the capacity.

Back to Scott, the only change I would say, is the hotel and CW opens early, with the park undergoing a two month period of softs (meaning July would be the proper opening). I doubt they are going to have a Volcano Bay scenario of not being open until right before people leave, and it'd give incentive for test-adjusting to occur with the general consensus.

It took about 2 years to build to Volcano Bay and I assume that different teams will have different jobs. The first being getting the groundwork complete, once they're finished on the new park, they can move onto the water park.

Car parks are built incredibly quickly and like @AlexanderMBush said it will allow workers some where cool to park

Pure speculation at this point I believe. But I can see it happening.

Universal likely won't build a parking structure until its absolutely necessary, just like they didn't on the original resort property. Surface lots are much cheaper to build, like Disney typically does. Until they're looking at the 4th dry park and are pressed for land again, they probably won't waste their money on a garage.

Yes. Reaching capacity on weekends mostly I think. It seems to have leveled out a little since last year, but still very popular this summer.

I’d say DC is more likely than Marvel at this point. I could also see Jaws or BTTF make a return.

Not going to happen. The contract is only good for IoA

I believe the contract excluded any form of possibility of Marvel being put into the other park's on the resort, and I'd doubt it'd change for IOA.

My guess if there were to be any form of surprise IP..is something WB-Related.

Universal can already use Kong and they already have a deal with Toho so Universal could already make their own Godzilla ride without WB.

TPU hinted at four worlds, Nintendo being an obvious one. That leaves us with three others. I'm guessing: Star Trek, a DreamWorks property (...Berk?) and possibly Potter/Fantastic Beasts. Could be a wildcard as well, but that would make for a Potter land in each dry park. Nintendo obviously would be given the featured presence as it would be comprised of many sub-lands with Mario, DK, Kirby, Pokemon if it's not put into USF, etc. There will most likely be a Port Of Entry-style intro "land". TPU also said it's a game changer in how they will separate the lands and such, which led me to my indoor prediction. But we'll see.

I do think that Uni will be getting this theme park up and running sometime in 2021, to compete with the 50th. A lot of tourists will come down for it, and might as well try to steal some. I think there will be a small CityWalk-ish component on the outside, but not nearly as big as some think it will. As for hotels, I doubt it's a priority. Parking is probably a bigger issue, as Universal is steadily adding capacity and I highly doubt that will end soon.

They'll build the parking garage first (just like they've been doing with the hotels). The land is too valuable for wasting on giant parking lots. As much space as they have with the new plot, they'll want to make the most of it from the start. Plus it's easier to deal with stormwater runoff with a garage than a parking lot. A regular lot not only takes up more space but also requires larger retention ponds.
